Color Management
If you are picky about colors being exact, certain programs such as the default windows photo viewer/mspaint will display the colors incorrectly because they have outdated ICC. Depending on what you view your picture with, it will be more or less saturated, enough to possibly be annoying.
This is an unavoidable issue with image rendering programs. Due to this, color hex codes can be unreliable and directly change depending on the image software you are viewing.
Screens are also unreliable as red gamut can be horrendous on laptops and lower budget screens.
If you would like a more concrete and consistent method of having an exact color, I would suggest the Pantone color system.
This is an industry standard system that is built into adobe software. No matter the screen or editing software, this is a consistent unchanging color that can even be viewed IRL.
